In today`s world, democracy is an important concept for peoples and states. Because some of the states have reached to democracy and their implementations are the example for some nondemocratic and developing countries. Some of the aforementioned countries want to get power like democratic and developed countries. But how can they reach the level of democratic and developed country's power? For answering this question, the key element is DEMOCRACY. What is the democracy? For perceiving the mean of democracy and conceptualizing democracy we need to explain some following things.
1. Democracy is a governance system where citizens take part. Citizens can take part via representatives or directly in governance. But in today's world, representative democratic system is more useful than system of direct participation to democracy. For example, all citizens of the country can't represent themselves in Parliament. That is why they determine their representers with elections. But in history, it is fact that citizens could represent themselves in council or senate in Ancient Greek democracy. Nowadays, it is an invalid system by reason of a lot of citizen population. In Ancient Greek, democracy wasn't open to people who was women, children, slave, and metrics. That is why there are such non-bright sides in Ancient Greek democracy. But it is accepted as an example to primitive democracy in political sciences and history. In The Modern Nation States, there is not any slave class and women can be also elected, vote in the election and represent in the governance. It isn't accepted any pressure towards women candidates for participation in the elections.
2. There are some important criteria in democracy: participation in governance, liberty (people can make a choice in free conditions and without anyone pressure), minority and majority rights (democracy specially protects majority rights, but it doesn’t mean of that democracy doesn’t advocate minority rights. A democratic government is the representative of all part of society and it has to win all opposite groups trust), pluralism (democracy states a compromise of a different opinion), rule of law (governments have to decide according to constitution and law. They have to behave just as constitution and law allow them). These things are the most important features in democracy and there are some another features of democracy such as equality, respect to human rights, free-market conditions and etc. In a democratic system, all people also can state their thought in a liberal atmosphere. There must be no restriction towards media organizations and NGO. The government has not to regulate access to social media and all access have to be free in the network. (for instance, some governments don't allow their citizens to access social media and they implement some restriction to access to social media in China, in Iran, in N. Korea and etc.).
After this theoretical framework, we will try to explain the importance of democracy. In this essay, we won't talk about the supremacy of democracy. Because it is obvious that democracy is the most developed governance system among others. Especially, in this essay, we will focus on the explanation of these questions: Is democracy an important and useful governance system in developing societies and countries? What would be damaged in these countries? In the first stage, what do they have to do to reach a democratic system? Is democracy obligation or choice?
We will try to make answer all this question over the theoretical framework.
Primarily, I want to tell that, nearly most of developing nations look up the democratic system which they want to live under control. But these developing nations don`t ready to alter their non-democratic systems to the democratic system. Because most of the people who are living in developing and non-democratic countries don`t know clearly about definitions or requirement of democracy. When people are told about democracy, most of them think that democracy is about living in rich and prosperous. But democracy is related about not also good living conditions, but also moral issues. In this point, an intellectual fraction of non-democratic countries who will encounter with the pressure of local, totalitarian or authoritarian governance has to teach to people about democratic criteria, such as liberty, pluralism, minority and majority rights, rule of law and others. This procedure is not difficult in our modern day, which we can use social media towards our purpose. But only after this awareness period, we could talk about who wants democracy. After this democratic awareness process, people will start to alter their perception, behaviors, and expectancy and at last totalitarian or authoritarian governance will must transform to democratic world. We have to emphasize that, this transformation must never be over military revolution. Because we witnessed during the Arab Spring that military or armed revolution wasn`t among rational choices.
The democratic transformation has to realize via: firstly changing in people's perception, secondly, people's increasing in education level, thirdly, governance's respectful behaviors toward to democratic institutions, civil rights citizens' requirements and etc. We can define this transformation process which is regarding democracy like scientific awareness revolution.
But this perspective only reflects people views who want to live in the democratic system. Some of the people who are living in prosperous especially may be happy to live under the control of the non-democratic system. Because these men are worried about transformation to the democratic system, which in the new system. It may be likely to lose all riches. We know, for this kind of people money is everything and moral values are second place.
The people`s perception which is concerning the main indicators of living in the democracy is divided into two parts: mentality choosing morality and mentality choosing riches.
In summary, we must emphasize that living in a democratic or non-democratic system isn't an important indicator. The most important indicator is to perceive about the system which we are living. This system may be a democratic system or non-democratic system. If most of our nations expectancy is to live in the democratic system, firstly we have to teach them about democratic criteria, then we have to try transforming ous governance via scientific awareness revolution.
At last, we mustn't forget this expression: "democracy is the best of bad".
