The way to win an atomic war is to make certain it never starts. To take a proactive measure is far better as outcomes of an atomic war are far too calamitous which go beyond the dispensation of the calamity. Evidences abound in the Newspapers and scientific journals of the lingering negative effects on Man and the environment.
