From a Program Management/Systems Engineering Management Perspective, seems to me that the Initial Fully Operational Failure of Obama Care probably mostly due to: INEPT Program Management, Systems Engineering Management, and Politics (both Government and Contractor(s)..While "the buck stops here" , ultimately with POTUS. How couid a competent-ethical Prime/Systems Engineering Contractor indicate to the Government Program Manager that the system was fully tested and be ready for full-scale operation (if this was the case?). The Government Program Manager must have known (should have known) through a series of progressive Program/SystemReviews and Test&Evaluation Reviews the system was not ready for prime time. Is the prime reason for the failure, lack of courage to speak the truth to the President and/or "denial". on the part of Government Program Office or POTUS ?
